I am sure any statement "Some people can't X", for X a mental trait, capacity, capability or measure is valid. The thing is how often such happens and how the spectrum severity distributes between normal and total absence.

Exactly the same holds for "Some people can X more than average"

The article suggests that 2-3% of people have aphantasia.
