I published a 2-page CC0 initiative that splits protection into two layers:
• GLOBAL layer — fast, low-friction recognition for non-strategic inventions
• LOCAL-STRATEGIC layer — conventional national control for sensitive tech
Goal: cut admin drag/time-to-market while keeping sovereignty intact.
