Apart from being a mainly unworkable law, that's not going to go down well with businesses that have remote workers.
Ultimately, trying to crack down on VPNs is likely to lead to laws against any encryption that the govt. can't inspect as otherwise they can't distinguish between lawful/unlawful use.
