What were the MS-DOS programs that the moricons.dll icons were intended for?

Having worked at WordPerfect during the days of Windows 3.0/3.1, I'm surprised they accommodated WP with icons.

My WP days were under DOS (I still remember the cardboard cheat-sheet you got with it that fit around the function keys). But I remember this DLL and wondering where they got the icons. Did they contact the vendors via official channels, or did someone at Microsoft just call up a buddy and ask them what they thought would look good?
