"Can't" = "makes no effort at all, not even a mail or a phone call".
Be aware though - as soon as anyone ends up in El Salvador (or wherever), it apparently doesn't matter if any "accidents" were had. What's done, is done.
This is incredibly convenient if you want to trim the opposition a little.
