Why did Windows 95 setup use three operating systems?

If they were going to install a bare Windows 3, they could at least make an effort to ship a bare 95.

Why would they do that? The only thing this could change is a slightly prettier UI, they still needed a 16-bit Windows 3.x-compatible install program. Not worth the extra effort and extra floppies.

If they made a bare 95, the 16-bit installer could just reboot into it.
