One thing this seems to let out is that in FM, the signal is being broadcast with constant power. A 1MW FM station is always sending 1MW of signal; with AM the signal power varies; if you broadcast in AM powerful enough to mask the noise during periods of typical signal level, then you would still hear noise during quieter than typical periods.
