Yes, it would affect the "pass a law" part of the OP's proposal, but would Mars-bound indiviual colonists, representing only themselves and no nation, be bound by treaties between the dinosaurs of Earth?

I believe the correct response from any future colonists to cries about international treaties would be "Come and stop us."
