That's mostly but not entirely accurate. They've released significant updates to Whisper since ChatGPT.

they released one quite minor modification to largest whisper model and in fact it much worse than a previous.

Looks like they draw a line at generative AI. CLIP / Whisper / Gym are open; Jukebox / GPT / DallE are not.
