Because Microsoft sees the 1/10 of a penny it gets from the ad as more important than your Desktop and your Taskbar.

It seems that in this case they would get 100% of the money. Of course that would be clear if you read the article, as the ad is for Microsoft Teams.

I think OP meant that the 100% of the value of the ad does go to Microsoft, but that the value of a single ad would be very low, in fractional pennies.
