WSJ reported that many folks received "routine flood warnings" hours before the disaster but may have ignored them because they were... routine. I think "alert fatigue" is a real problem, and today WSJ highlighted this report which has some data on who opted out of wireless alerts, appartently five times more likely to opt out in Texas compared to Vermont.
